VAAPI transcoding code refactoring --> testers needed.

I refactored the transcoding (VAAPI) and I need help to evaluate the changes.

This branch has the old VAAPI implementation (vaapi_old) and new VAAPI implementation (vaapi). Configure has by default enabled new VAAPI.
New VAAPI implementation is trying to follow the recommended interaction with ffmpeg - as defined in the /docs/examples/.... (files). Decoding, Encoding and transcoding was completely redesigned (as you can see if you try to compare vaapi_old.c and vaapi.c.
If you encounter any issues with new implementation, please rebuild with old implementation and confirm if was working with previous implementation.
I performed tests with Intel platform (Ubuntu), but I don't have HW to test AMD, NVIDIA or Raspberry 4 transcoding.
Please confirm if you see any side effects for other transcoding (like NVENC or MMAL).

I am testing this branch in linux mint Linux Mint 21.3, with amd rx580, and latest mesa drivers - no problems in h264_vaapi profile. hevc_vaapi is still only audio with no picture.
