That does not mean no other address can be used for your local network. You can also just ditch local networks/NAT entirely and use RFC6598 addresses assigned by your operator should they allow it. That may or may not be a good idea.
Anyways, there is no such thing as "partial reachability" with regards to unusual IP setups, either you can reach/find a host or you can't.
