my settings are:

apollo I was able to load the file without using ffmpeg (I used --tsfile <FILE_PATH>) and it works as expected (is transcoding properly in H264 or HEVC).
In this log you can see I tested pass, h264 and hevc ... all working. There are some warnings ... but I get that on many channels - I don't think is the real reason of your failure.

apollo you need to add 'sudo' in front of the command. I fixed the documentation. Also what you did is OK ... you can continue.

BTW : I think you should exit 'su mode' because might not generate the same results for future commands.

It is strange that MPEG-TS/av-lib is not working in your case ... it works on my case.
I can make a temporary change where I can add this part:
-mpegts_transport_stream_id 0x0006 -mpegts_service_id 0x0601 -metadata service_provider="SMR6" -metadata service_name="TF1"
But I want to make sure that you understand that ffmpeg command above has container MPEG-TS; so if you tell me doesn't work in your case, some of the parameters are not valid with other containers (like mpegts_transport_stream_id )
If you make MPEG-TS/av-lib work ... I can add those parameters for that container.

I tried the guides for version 22 and 24 several times, I always encounter the same problem,
transcoding (h264 vaapi + aac) mpegts container stops after a few seconds.
Transcoding (h264 vaapi + copy) mpegts container stops after a few seconds.
Transcoding (h264 vaapi + disable) mpegts container does not stop.
Transcoding (h264 vaapi + aac) matroska container does not stop.
I don't know what to do anymore, I'm almost 99% sure that I've done all the steps described in the guide.
In version 24 I also tried to enable guc3...🙂🙂

Not being able to repro your problem is like shutting in dark ... but you should know that you have many other audio options for encoding: mp2, vorbis, flac, libopus, libvorbis, libtheora ... check all those to see if all are failing.
The fact that video only works is interesting ... but I don't know how to use this info.
Alternatively, if I remember right you started the development on an old laptop ... can you try the installation process on that laptop? use guc = 1 .... because is before iGPU8.
A second alternative (more complicated) is for you to try my new branch that has new transcoding scheme. The discussion was on this branch: tvheadend/tvheadend1792.

replace with:
git clone https://github.com/uknunknown/tvheadend.git
git switch dev_new_transcoding

first one is cloning my fork from tvheadend and second is switching to a branch that I used for the new transcoding development.

finally it works, I tried all the options you suggested without success, I installed the operating system several times going from the lubuntu version 20, 22 and 24, I went crazy...🙂🙂
In my case the problem was solved by setting the aac profile in advance setting/sample rate:" 32000", with this value the mpegts container plays the tv in transcoding without crashing.
The h264 vaapi profile is set as suggested by you the first time, Rate control mode: "CQP" Constant QP:"23".
Is there anything I can improve?
One thing that really bothers me is when I access the tvh server from the browser, I click to enter and I go to a "403 Forbidden" page I have to go back to enter...

apollo let's look at the bright side: works and ... you are an expert on installing linux and compiling tvheadend.
CQP 23 should be the best video quality for video transcoding.
Going back to your initial problem: Do you still need -mpegts_transport_stream_id 0x0006 -mpegts_service_id 0x0601 -metadata service_provider="SMR6" -metadata service_name="TF1" ? or the system works without it?

I have a first step:
add a hard coded value to confirm is working ... replace:
git clone https://github.com/tvheadend/tvheadend.git
with:
git clone https://github.com/uknunknown/tvheadend.git git switch dev_remove_err
I used the same branch I made for you last time ... name is not relevant now.
Follow the next steps to compile ... up to the point where a new deb file was made.
This is where you use the command to install deb file:
sudo dpkg -i tvheadend_4.3- ********
service_name and service_provider is already in the container ... I only added mpegts_transport_stream_id and mpegts_service_id.
