When "Change Parameters" does not Contain "Rights", accesing the Webinterface is not possible

Description

When I take away the users right to change "Rights", that user is no longer able to access the Webinterface even though that checkbox to access the Webinterface is set. I have tried that on an account with "*" as Username and whitelist that IP it asks for authentication instead of just allowing access.

This can be closed, I misunderstood what "Change Parameters" meant, I interpreted it as "user can change the following paramters".
