According to the data sheet TBS6032 is a DVB-C modulator, used to create a DVB-C multiplex for onward distribution for example in a hotel.
Tvheadend receives TV from DVB or IPTV transmissions and can provide the individual data streams from channels. However I believe you would need another layer of software to repackage the streams into a multiplex and pass to your card.
