European Astra 19.2E CNN (both channels) have Blocking Errors.
The more movement in the video, the more blocks.

First i thought its a Kodi problem but i think its more ta problem of the hts client.
Server: Latest tvheadend + tbs 5520 running on lubuntu on a n4100 intel device.
Client: Kodi Piers alpha 3 on Windows AND Libreelec. affected. Coreelec 9.0.1 on a S905 NOT affected!
Please look into it because i think its a bigger bug!
