w_scan will be more accurate, however, based on the frequency list that you provided previously, you could also try to create your muxes manually.
In the WebUI, go into Configuration -> DVB Inputs -> Networks and check to see if you have a DVB-C network. If you don't hen you should crate one and call it 'Orange Romania' (or similar).
Next, go into Configuration -> DVB Inputs -> Muxes and press the Add button.
When you are prompted for the Network, select the network found/created in the first step.
Fill in the details as follows:
Test the first one. If that works, you can then create muxes for every frequency that you have listed.
