Tvheadend server portal for Android mobile tv app?

Hello,

I`m a new user and make e search for a product that can use to stream online TV channels.
So my idea is to make a portal on a server machine with TVheadend and make a users that can connect to my TV portal from they Android tv players, such as Dream player tv.
May be the same idea is as Ministra Stalker portal.
I don`t want to use VPN, or something else. Only to add portal address, may be port and user/password credentials.
Is this possible?

Your explanation is not so clear.

TVH can be used in any playlist player in Android.

So i present a small local internet company. We want to provide to our clients a mobile tv platform that can be used throw Android and iOs phones and Smart TV`s such LG Web OS and Tizen OS.
My idea is client to download an app that works with Tvheadend. Put served address, user and password if possible. The login must be locked to mac or user/password.

TVH is not pointed to this, it's more home oriented.
There is no HLS DASH or multibitrate support.
User credentials are not connected to billing.

But can be used as Stream source.

Locking on MAC address is not secure

SSIPTV is simple app with can do that.
