When trying to add a TV Headend playlist into ProgDVB you may find that it just crashes (or rather just closes) on you - this seams to be because it can't handle MKV Containers.
Therefore you will need to follow the following steps:-

Firstly make sure you have HTS Tvheadend 3.2 or later installed - the earlier versions are a lot more temperamental and buggy
# Login to the TV Headend Interface
# Click "Configuration"
# Click "Digital Video Recorder"
# Change "Media container" to "TS (pass-through)" (You may wish to create a new profile for recordings where this is MKV, the default must be "TS (pass-through)")
# Click "Save Configuration"

Open Prog DVB
# Click Settings
# Click TV Sources
# Click "IPTV Client"
# Click "Add IPTV Provider"
# Enter an appropriate Name: (e.g. Freeview)
# Enter your Tvheadend Playlist URL: (e.g.
http://TVHEADENDIP:9981/playlist/channels where TVHEADENDIP is the IP Address of your TV Headend server)
# Choose the codepage (UTF-8?)
# Click OK
# Click OK
# Click on a channel name! (The first time you tune into a radio service may result in a long delay while it works out it's not a TV channel).
Updating the Channel List
Limitations
* No EPG
* No Channel numbers
* No Channel logos (copied from Tvheadend - it may match some channels)
* When switching Multiplex ProgDVB will sometimes say "Error Timeout!" - Simply select the channel again.
