I have the same type of tuner as you. The above is not a good indication of signal strength, these USB devices need a stronger signal than most TV's.
I found when I was setting up that I could plug in a TV and the picture looked good, but the signal strength from the USB tuner was very poor. I ended up installing a better antenna in a better location, and using a distribution amplifier [ I was feeding antenna to several rooms, plus a 1 to 3 splitter to feed 3 tuners - you shouldn't need an amplifier if you're just feeding straight to your tuner].
If you had good signal that got worse, you'll need to check from the antenna itself, all of the connectors, and the cable. I have seen good signal go bad because mice chewed the cable in the attic.
