Noob in trouble. Tvh -> Samsung Lynk Reach 4

Im new to iptv, so sorry for possibly dumb question :)

I need to provide list of rtp:\\local_ip:port mpeg streams to Samsung Lynk Reach server 4.0. But not from sat :) Instead we got some playlist (public non encoded streams) with http urls like
#EXTINF:-1,BlaBlaChannel

http://109.167.141.198:5555/udp/233.99.64.16:1234

Lynk Reach requires multicast UDP SPTS streams as input.

Do i need to transcode them somehow .. or... well, im totally stuck now :)
