I can't answer this one as I don't have experience of the other two packages but on the whole, even the development branch of TVHeadend is pretty stable

Yes. I have used the latest version built from svn with no problems.

Almost. Each channel is identified by a unique identifier so the URL will be more like
http://192.168.1.x:9981//play/stream/channel/e7c2b8d4b43c03e27a08ef3c0698f084

I've found using DVBapi more reliable. I use the 'OSCam net protocol' to get TVHeadend to talk to OSCam with no problems at all.

Not from my experience (TVHeadend server with multiple Kodi clients using the HTSP protocol). The clients eventually timeout. Perhaps setting a large enough timeout delay might work but I haven't tested that.
