the Plex plugins are broken the last time I tried them and have never tried since, you'll need to speak to the developers of the plugin about fixing this.

simple answer you don't!!
you just setup all 4 tuners to the same config (network in newer version of tvheadend) and let the software handle the rest
I think you have been told the wrong information about how the tuner works, you cannot tune into all of your satellite channels with a 4 tuner, you would need a tuner for each Mux on the sat, a single tuner can tune into a single frequency and you can watch all the channels on that single mux.
