Does the following network scan log indicate a weak signal?

I'm running XBMC 13.0 on a Cubox-i2 with a Hauppauge 1191 WinTV-HVR-950Q tuner to a rooftop antenna. Scan of the atsc_us_ATSC_center_frequencies_8VSB network shows no services, but the above log on 4 frequencies. The others show "no signal."
