The kernel is Linux, yes; the OS is defined by the kernel and all of the other supporting software. Debian, Ubuntu, Arch, &c., are all different Linux-based OSes. When choosing an OS, there are lots of other things to consider, including your own familiarity with the software tools used by a particular OS.
As far as LibreELEC goes, the best advice I can give you is STAY AWAY. The software included with it is minimal at best, and horribly frustrating and limiting at worst. Its system files are read-only, so configuration requires odd workarounds. Also hardware support cannot be expanded beyond what they support by default.
It should be noted that Tvheadend also runs on FreeBSD (or possibly most BSDs), so there are quite a few options when it comes to OS selection.
In short, OS choice is personal. What I think is best may not be best for you ...
